LeoVegas is a large online casino with slots, live dealer tables and a sportsbook section. The international site is run by LeoVegas Gaming plc, a Malta company, under Malta Gaming Authority licence MGA/CRP/237/2013, which we confirmed as active on the MGA register. The group has been owned by MGM Resorts International since 2022. The main strength is a well regulated operator with a big, clearly named game library and a full set of limit tools. The main weakness is the cost of its welcome offer: you must wager 35 times your deposit within 14 days before the matched cash is paid. LeoVegas also had a €500,000 Dutch fine for duty of care failures upheld in June 2026. LeoVegas does not hold a South African provincial licence and is not licensed to take bets from people in South Africa.

Licence and safety
The LeoVegas terms (version 2.9, October 2026) name LeoVegas Gaming plc, registered in Malta under company number C59314, as the operator, holding MGA licence MGA/CRP/237/2013. We checked that licence on the Malta Gaming Authority’s own register, which lists it as a licensed B2C gaming service licence covering leovegas.com, expekt.com, royalpanda.com and gogocasino.com. MGM Resorts International completed its takeover of LeoVegas in September 2022, after shareholders holding 96 percent of the shares accepted its offer.
The regulatory record is not spotless, and you should know it before you deposit. On 1 October 2025 the Dutch regulator, the Kansspelautoriteit, fined LeoVegas Gaming plc €500,000 for failing in its duty of care to 10 players between October 2023 and May 2024. LeoVegas objected, and on 9 June 2026 the regulator rejected the objection as unfounded, so the fine stands. In Sweden, a warning and an SEK 8 million penalty issued in March 2025 against Roar Vegas Ltd, trading as LeoVegas, was annulled by an administrative court in June 2026. An older £1.3 million fine from the UK Gambling Commission dates from 2022.
Games and providers
The casino lobby is one of the more transparent we have read, because it names its studios. These include Pragmatic Play, Play’n GO, Evolution, NetEnt, Hacksaw, Nolimit City, Push Gaming, Relax, Yggdrasil, Light and Wonder, Playtech, Games Global, Red Tiger, Big Time Gaming, ELK, Quickspin and Spribe, alongside LeoVegas’s own studio. Sections cover Megaways, classic and feature buy slots, jackpots including LeoJackpot, live blackjack, roulette, baccarat, poker, game shows and VIP tables, plus casino bingo and crash and mine games.
LeoVegas does not publish RTP figures on its casino pages or in its terms. Every slot shows its return to player in its own paytable or help screen, so check it there before you play.
The site header also links to a sportsbook with football, basketball, tennis, rugby, horse racing, greyhounds, esports and virtual sports. The sports pages did not load for us, so this review covers the casino only.
Welcome offer and the real terms
The headline is \”Claim up to €1,000 and 2,600 free spins\”. LeoVegas structures this differently from most casinos: there is no bonus balance with its own wagering. Instead you play through your own deposit, and the matched amount is paid afterwards as cash. The published terms:
- New players only, first deposit within 7 days of registering
- Minimum deposit €20; only the first deposit counts
- 100% deposit match, up to €1,000, credited as a cash reward
- To unlock it, wager your deposit 35 times on eligible casino games with real money within 14 days, then claim the reward within 1 day
- Slots count 100%, except Blood Suckers and Dead or Alive at 70%; table games and video poker 10%; live games, bingo, crash and mine games and several listed titles 0%
- Free spins on Gates of Olympus Super Scatter at €0.20 each, released weekly for 12 weeks, from 5 at activation plus 10 a week for a €20 to €49.99 deposit up to 200 at activation plus 200 a week for a deposit of €1,000 or more
- Each weekly batch must be claimed within 7 days and used within 3 days; spin winnings are paid as withdrawable cash
Here is what that means in practice. Deposit €100 and you must place €3,500 of slot bets within 14 days, about €250 a day, before LeoVegas pays the €100. On a slot with a 96 percent RTP, the expected cost of €3,500 of spins is about €140, more than the €100 reward. On table games the requirement is ten times harder, because only 10 percent of each bet counts. Note also that the 2,600 spin figure applies only to a deposit of €1,000 or more; smaller deposits get far fewer spins. The terms we read state no maximum bet and no cap on winnings for this offer. The free spins are the better part of the deal, because their winnings are paid as cash with no wagering.
Payments and withdrawals
The site shows Visa, Mastercard, Trustly, Paysafecard, Skrill and Apple Pay. The payments page did not load for us, so we cannot list limits or times per method, and the terms publish no general minimum deposit.
On withdrawals, the terms say LeoVegas will try to process a request within 24 hours and will process it within five working days. Two fees are worth knowing. If you deposit and then withdraw money you never played with, LeoVegas may charge 5 percent on withdrawals of €10 or more. An account left inactive for 12 months can be charged a €5 monthly administration fee, after at least 30 days’ notice. Banks and payment providers may add their own charges. Sports winnings are capped at a net payout of €500,000 per customer.
Mobile
The support page links to a LeoVegas app on the Apple App Store. We could not confirm an Android app from the pages we read. The site also runs in a mobile browser.

How we reviewed LeoVegas
On 17 October 2026 we read the LeoVegas international homepage and footer, its general terms (version 2.9), the welcome offer terms, the casino lobby, the support page and the safer gambling page, and checked licence MGA/CRP/237/2013 on the Malta Gaming Authority register. We read the Kansspelautoriteit fine decision and its June 2026 objection ruling, and trade press reports on the MGM takeover and the Swedish case. The payments, apps and sports pages did not load. We did not open an account, deposit or play. Sources: LeoVegas terms, LeoVegas promotion terms and the MGA register entry.
